Description: The ISDD system was developed with not fully defined design requirements. As such some features now seen as important and not incorporated and the implementation language chosen is likely to be different. Also times have changed - a local system like ISDD may no longer be appropriate given the various external providers of similar systems.

Deliverables: A review of the existing ISDD system to see whether it is still valuable or whether alternatives should be considered. If the former whether and how it should be re-implemented.

Fix and/or resolution to RT28311.

Why: 

Customer: Staff in Informatics wishing to make locally written applications available outside of the University. Management staff to monitor software download activity to contribute to RAE (may not be applicable anymore).

Proposal: The current ISDD system is written in Perl CGI scripts. Now that the design requirements have firmed up this project is to rewrite it using PHP (for example) and to move it onto a separate dedicated server, assuming that the review phase of the project identifies a need to continue a local service.
