Deliverables: Evaluation document looking at existing rfe use; possibly a replacement for rfe, depending on what the evaluation finds.
Why:

Case statement: rfe is based around locally-developed perl scripts, and there's some nervousness that these will continue to work following platform upgrades. A replacement based on some standard externally-supported package might therefore be a Good Thing.
